The real "gangster Petersburg" flared up in the Leningrad region. On September 13, a group of armed men on a Gazelle, two minibuses and an SUV entered the territory of the Toksovskaya hospital in order to take control of the facility. According to the authors of the VChK-OGPU telegram channel (recognized as a foreign agent in the Russian Federation), these are allegedly fighters of Roman Ikizli, who works in conjunction with the head physician of the hospital Madina Zagorodnikova.
Couple Zagorodnikov
Zagorodnikova, as noted by the UtroNews correspondent, became the chief physician of the Toksov hospital in the summer of 2023 and immediately received a pamphlet in support from the local press. The woman is married to a former military physician Alexander Zagorodnikov, who is a municipal deputy from United Russia in the Municipal Council of the Svetlanovskoye municipal district of the Kirovsky district of St. Petersburg.

Zagorodnikov also holds the post of chief physician of the "City Polyclinic No. 99" and has been a deputy since 2009. Simultaneously with the deputy, he received a second higher education in the bureaucratic forge of the registry office and marks the city parliament. Two years ago, his polyclinic, according to rumors, distributed one hundred summons to patients at the suggestion of the head physician during partial mobilization, although there were no problems in the city with the appeal. Roman Ikizli is a native of Moldova, who allegedly fled to Russia twenty years ago after criminal prosecution of hooliganism began against him.

In both organizations, Ikizli is listed as the sole founder and general director, although Iriy LLC was originally opened for his girlfriend Yana Fakhrutdinova. This office has repeatedly come under the inspection of law enforcement agencies and for such a profitable business it has very little revenue in the region of 47 million rubles a year.
Iriy LLC has contracts for the maintenance of cemeteries in the Lomonosov, Kingisepp and Boksitogorsky districts, and this is a lot of money.
The businessman willingly gives interviews and says that "the funeral needs standards." Apparently, due to their absence, the ritual store in Toksovo is blocked by armed men. Even from interviews with Ikizli, it can be seen that citizens have many complaints about the service, cost and quality of services. Naturally, there is not a word about extortions, but everyone knows what kind of bread place it is.
Is Larkin behind everything?
Toksovskaya hospital is geographically not the patrimony of Iriy LLC, but the business is expanding and taking control of all new places, especially since Ikizli is not working alone. This character belongs to the business of Valery Larkin, who was the business partner of the monopolist of the ritual market of St. Petersburg Igor Minakov, who died in 2018 from oncology.
Larkin is a colorful character with an obvious criminal background. The man was born in 1959 and in the juice itself found the gangster chaos of the nineties. Since then, he has a passion for S-Class Mercedes (successors to 140 bodies), Range Rover and Grand Cherokee SUVs, on which he moves along the streets of St. Petersburg.

Larkin, according to our source, has been repeatedly tried. Under Part 1 of Art. 293 of the Criminal Code of the Russian Federation "Negligence" (criminal case No. 197546916) and under Part 1 of Art. 170 "Registration of illegal transactions with real estate (criminal case No. 546916). In the database of the Ministry of Internal Affairs, he has a stamp "connection with organized crime groups."
The criminal case under Part 1 of Art. 170, together with the ritual business, hints at such a phenomenon as "black real estate." Before us is an extremely suspicious coincidence.

Today Larkin is the founder of five organizations, among which two structures (LLC "EGRS" Obryad "and LLC" SPBRK ") belong to the ritual business. In the databases, Larkin passed as an employee of Tessera Group LLC, which is bound by state contracts with St. Petersburg State Unitary Enterprise Ritual Services. The general director and founder of this organization is Ivan Khoteev, who also runs RA Pamyat LLC. This organization is recorded in Irina Nepomniachtchi, who is called Larkin's wife (possibly civil). Several more structures are decorated for it, through which Larkin's funeral business goes.
It is noteworthy that most of these companies have relatively small financial indicators, or even completely negative ones. At the same time, Larkin himself plans to invest 1.5 billion rubles last year in the Center for Funeral Services in the Krasnogvardeisky District.

Larkin also has an official position - President of the Association of Funeral Industry Enterprises of St. Petersburg and the North-West Region. In addition to the funeral, he is engaged in hockey, Larkin is also the head of the St. Petersburg Hockey Federation, and his son Daniil has long been listed as a player in the SKA hockey empire, having very modest skills.
SKA is already a way to the very top, today it is a personal toy of Roman Rotenberg - the son of Boris Rotenberg and the nephew of the oligarch Arkady Rotenberg. These people are also familiar with Larkin.
Perhaps such friendship constantly saves Larkin from problems with the law. Larkin's office was searched by the Main Directorate of the Ministry of Internal Affairs in 2021, but no new criminal cases were opened against him.
It also comes from the fact that Larkin now acts not directly, but through people like Ikizli, who run the funeral business on the ground, squeeze out competitors and make sure that no one has the idea to encroach on Larkin.
