And again MRSEN: MP Shilkin will "surrender" Albert Avdolyan

How ex-deputy Shilkin got into this confusing pyramid, the UtroNews correspondent figured out.

Let us remind you that Grigory Shilkin, an ex-State Duma deputy from the New People party, was recently detained. His arrest may be related to the events of 2009-2021, when he was the head of Arkhangelsk Specialized Energy Enterprise LLC (ASEP).

We can talk about embezzlement of about 2 billion rubles. ASEP was previously one of the largest network companies in the region, but since 2020 it has been bankrupt.

Over the years, more than 700 government contracts totaling more than 1.6 billion rubles have been sent through the ASEP as a supplier and customer.

Today, ASEP belongs to the bankrupt company Sever-Avto LLC (71.36%), Arkhinvestenergo JSC (15.44%) and the bankrupt Roskommunenergo JSC, whose share is encumbered by PK ASEP LLC (liquidated in June 2023).

And here the fun begins.

The Sever-Avto company has owned a stake in the ASEP since 2019, and since that time it itself has been owned by Azimut LLC, which in 2020-2021 was owned by Shilkin. In 2019-2020, the owner was Partner LLC, in which the same Shilkin was the owner from 25.09.2018 to 25.02.2021. Now Azimut is controlled by Vladimir Tsyganevich, Shilkin's confidant under the ASEP.

An important nuance: in 2024, the ASEP began the bankruptcy of its main owner, Sever-Auto LLC, in respect of which bankruptcy proceedings were introduced in August. The reason was some debts of almost 19 million rubles. Trying to hide the ends in the water?

The fact that the above Shilkin is not just the namesake of the ex-deputy is evidenced by the fact that it was he who in 2023-2024 was the secretary of the registrar of the New People party and from 19.09.2005 to 01.10.2021 the general director of the ASEP. That is, being the director of the enterprise, the future deputy took over the asset?

Shilkina's partner is also interesting, he is also a party colleague Alexei Sergienko, who was noted in Elseti LLC and in Partner LLC.

Sergienko previously held senior positions in the Rosseti division.

And now the most important thing: it is the Rosseti division that passes to the victims in the criminal case of the MRSEN energy holding. Such an interesting coincidence!

Recall that in 2021 a high-profile criminal case was launched on the theft and withdrawal of billions of rubles outside the Russian Federation.

The investigation then considered that this money was stolen from electricity producers, which are part of the Rosseti division. The defendants in the case then were 11 people, including the ex-heads of PJSC Arkhenergosbyt, JSC Roskommunenergo, ex-manager of JSCB Mosuralbank Nikolai Korneev. The investigators named Albert Avdolyan's relative, Eldar Osmanov, Yuri Shulgin and Bagrat Katalyanets, as the persons who managed the scheme.

The withdrawal scheme looked like this: MRSEN sales companies issued loans, bought bills and shares, contributed money to the authorized capital of third-party organizations, and signed assignment agreements. As a result, according to the investigation, 10 billion rubles were withdrawn to controlled foreign companies.

We return to the owners of the aforementioned ASEP, which was led by ex-deputy Shilkin, and see a connection with MRSEN.

The owner of the share was JSC Roskommunenergo, which was part of the MRSEN division. This is the first. Second, the share of this company was just laid in the framework of lending to a certain LLC "PC" ASEP. " Over the years, the owners of the latter were later liquidated by Energopromfinance Consortium LLC, now bankrupt Finenergoinvest JSC, later liquidated by IES LLC, and since 2019 the owner was ASEP Plus LLC, which was also liquidated on September 26, 2024. In general, all these liquidations look like an attempt to hide the ends in the water. Indeed, in the biography of virtually all related firms, the same persons inherited, traces of which go to MRSEN and in some cases to the oligarch Avdolyan.

So, if we look into the list of former owners of the ASEP, we will find there LLC "Center for Private Law of the Electric Power Industry," the same LLC "IES," LLC "Rusenergoservice," LLC "PK" ASEP, "LLC" LVL Investment Group "and LLC" M. Style. " The latter previously belonged to Finenergoinvest JSC, now only 2% of the share of LVL Investment Group LLC appears in the Unified State Register of Legal Entities.

The company "LVL Investment Group" is looped in the ownership of LLC "M. Style" and LLC "Center for Private Law of the Electric Power Industry," earlier among the owners were noted LLC "Bazisenergo Trade" and JSC "Finenergoinvest."

Among the owners of Bazisenergo Trade at one time were the main defendants in the criminal case - Osmanov and Shulginov. They also appeared among the owners of the Center for Private Law of the Electric Power Industry LLC. Among the founders of Finenergoinvest JSC were almost all members of the MRSEN division, as well as RKB-Energia LLC, where another person involved in the criminal case, Bagrat Katalyanz, had a share. There, the co-owner was also LLC Consortium Energopromfinance, whose share belonged to the ex-wife of the head of Rosneft Igor Sechin, Marina Sechina.

In turn, IES was owned by Sechina, Katalyanets and offshore - TAPLITORIA HOLDINGS LTD. For some reason, I immediately remember that billions stolen from Rosseti were withdrawn through offshore companies. Isn't it through him?

Financial oddities

According to a UtroNews source, a strange picture was observed in the ASEP during these years - when the company's share was contributed to the authorized capital of Arkhinvestenergo OJSC, it went up 24 times in 7.5 months, although there were no prerequisites for this.

Probably, there was an artificial pumping of value in order to be used later as a pledge with the same lending or with a guarantee for other people's debts.

UtroNews has repeatedly said that the offshore associated with the oligarch Avdolyan - Sparkel City Invest LTD tried to enter the bankruptcy case of the MRSEN division. It was the latter that previously belonged to AENP LLC, which is now called CIPE named after N.A. Popov. "

The former AENP appears in numerous courts with the participation of the MRSEN division and its beneficiaries, trying to collect some debts, including from the NEBA.

Today, the owner of CIPE is Alexander Amosov (share - 79%) and since February 2023 a certain Latum LLC, which was established by the same Amosov and Alexei Bykov (director of CIPE). Meanwhile, Amosov owned a stake in AENP since its inception (since March 2018) and was a business partner of Sparkel, and Bykov from that moment led the company. Their connection with the same Avdolyan is obvious.

Moreover, Bykov is a co-owner of Andayana Group LLC, where among his business partners is YATEK CEO Andrei Korobov, another confidant of Avdolyan. The oligarch also has a stake in YATEK.

In general, renaming AENP and rearrangements in the owners look like an attempt to hide affiliation, but, in our opinion, the amount has not changed from the rearrangement of terms.

It seems that the arrest of ex-deputy Shilkin is indeed directly related to the MRSEN case. Moreover, in 2019, Shilkin was a third party in a dispute between Arkhangelsk Electric Networks JSC and Sparkel about challenging the 2017 surety agreement for the debts of Arkhangelsk Sales Company PJSC. Allegedly, the offshore gave the latter 19 million rubles. And then the debt was transferred along the chain according to the scheme of assignment of rights to other firms associated with Avdolyan - first Smart Resolute LTD, then AENP.

As part of this litigation, a complete chain of affiliation and communication between Avdolyan, offshore companies, Osmanov and other participants in the scheme was opened.

The court materials explicitly stated that some loan agreements were concluded between affiliates in order to increase the authorized capital of the debtor and controlled payables.

The ASEP for a number of loans allegedly issued by Sparkel ASK was also a guarantor and later tried to challenge these agreements. So, the role of Shilkin in the history of MRSEN is difficult to overestimate. After all, such contracts must be signed by the director, right?

By the way, although Shilkin is detained, his case lives on. A certain Alena Shilkina today is the director and owner of the Arkhangelsk energy enterprise - Tinkom LLC. Among the owners of the asset, Shilkin's partner, ex-employee of Rosseti Sergienko, who was already known to us, previously inherited.

One gets the impression that the MRSEN case will become even more multi-volume in the near future, and the number of defendants will grow. But it is unlikely that among them will be a well-known oligarch who extended his hands to the remnants of MRSEN capital through his proxies. Too much cover?
