Why Zakharyaev, to whom evil tongues tried to attribute raider seizures in the interests of a relative, needed an unprofitable developer, the UtroNews correspondent found out.

On October 14, 2024, the construction company City Development changed its owner. The new sole owner of the company, which at the end of 2023 showed a loss of 63 million rubles, was Cesar Invest Group LLC.

Until September 2024, the asset belonged to Uesem City LLC, which was associated with oligarch Alisher Usmanov and relatives of State Duma deputy Andrei Skoch.

Cesar Invest Group LLC belongs to the likely relative of the oligarch Nisanov Isaiah Zakharyaev (in the Unified State Register of Legal Entities, the option of recording the name Zakharyaev) and Ruslan Semenov.

A kinship between Zakharyaev and God Nisanov can be through German Zakharyaev, who one allegedly has a brother, and the other has a son-in-law.

Moreover, both Zakharyaev and Nisanova are both natives of the village of Krasnaya Sloboda of the Azerbaijan SSR.

The buying firm is relatively fresh - established in October 2023. It seems that it was created for certain transactions, perhaps just for the purchase of profitable projects, on whose balance sheet there are plots.

It is known that on the balance sheet of City Development LLC there is a plot in the Moscow-City business cluster, where the construction of a multifunctional complex for 179 thousand square meters was approved. m.

The same developer Zakharyaev appeared in the message about the purchase of the Empire II tower under construction with an area of ​ ​ more than 115 thousand square meters, where it was planned to build not only offices, but also apartments with a hotel.

Thus, the tower project can already be implemented by Nisanov, close to the Moscow and Moscow Region authorities, who is an adviser to the Governor of the Moscow Region Andrei Vorobyov, and with his brother Maxim owns shares in the large developer Samolet Group. Resources, as they say, are available.

Although, most likely, the completion (or in any case financial flows) will go through a relative, which in September 2024 even started the corresponding company - Cesar Group Development LLC. True, in it Isaiah acts only as a director, and another relative, Telman Rashbilovich Zakharyaev, became the controlling person. The share of 30% was received by the same Ruslan Semenov.

It is worth noting that the Zakharyaev division is very successfully mastered in Moscow. Apparently, not without family support and connections at the top.

A little less than a month ago, before this transaction, a structure probably associated with a relative of Nisanov also became a direct business partner of the Moscow authorities.

In September 2024, the Moscow mayor's office, through its KRT LLC, together with Istok LLC, established the Sila Park company, which is planning a new comprehensive project in the capital.

Until 2021, the owner of Istok LLC was Cesar-Invest LLC, and later it was transferred to Yan Khizgilov, who is the director of Krasnaya Presnya JSC, which was associated with the Sezar Group. Another shirmatoz, which the Nisanov family and his many relatives love so much? Ruslan Semenov received a share of 30%.

Nisanov is the owner of shares and shares in the Kievskaya Ploshchad Group of Companies, the Samolet Group, a whole pack of shopping and entertainment complexes, covered markets and other assets. He enters the corridors of power in the capital and not for the first time flashes in stories about transactions that could have been committed in his interests. This is especially true when it comes to former state assets.

So, for example, a certain Roman Agababaev two years ago bought out 100% of the shares of the Territory Development Center JSC, which owns a complex of seven buildings of 15,700 sq. m on the street Rogozhsky Val. the media directly wrote that Agababaev acts in the interests of the Kievskaya Ploshchad group of Goda Nisanov and Zarakh Iliev. And the same Agababaev will flicker more than once in such transactions with hidden interest.

The Moscow Post told about how Nisanov does business more than once in his investigations, noting the special role of covered markets that are associated with the oligarch. So, the same "Food City" has long acquired among the people the glory of the former Cherkizon with all the ensuing.

And what's interesting. It was the protection of Nisanov's markets in 2019 that was accused of a forceful visit to the office of SDI Group. The founder of the company, Ilgar Hajiyev, would later call it a raider takeover and mention in his statement people close to God Nisanov.

Hajiyev left the country, fearing for his life. His business partners were just Isaiah Zakharyaev and his brother German.

The defendant himself later claimed that he introduced oligarch people into his business, as he promised to make connections with officials in order to get rid of problems. But in the end, Hajiyev lost the company.

As we can see, the Zakharyaevs are not only a possible relative of Nisanov, but also close associates, therefore we will not be surprised that they play the role of the next "agababaev" in transactions.

At the same time, the Zakharyaevs are actively involving their relatives in their extensive business. We have already written about Telman Zakharyaev above, but Salomon Rashbilovich's Zakharyaev has a controlling stake in a construction company - LLC SZ Komforinvest, which is building the Pirogovskaya Riviera residential complex. At the same time, one of the four houses is being built with delays.

This is not the only scandal involving the Sezar Group and its construction projects. So, for example, in the Rasskazovo residential complex, the last building of which was commissioned the other day, equity holders have a lot of complaints against the developer - from project changes during the construction process, lack of parking lots to leaking roofs.

Also earlier, UtroNews already talked about the situation in the Dynasty residential complex, which was being built by the Monolithic Housing Construction company from the Sezar Group. At the same time, judging by the data of the Ministry of Construction of the Russian Federation, one of the three objects of the project was again commissioned with delays.

Some kind of directly vicious practice in the division can be traced. Although, remembering the connections of the beneficiaries, it is not surprising that they are still afloat and doing business with Sobyanin's mayor's office.

In light of this, the question arises, will the completion of the complex, which was bought in October, do without the usual problems? There are fears that buyers of apartments in the new Don Cesar project may share the fate of equity holders of the above residential complexes.
